Not sure which bank will lend to you?
4 quick questions, no sign-up, no effect on your credit score — we show offers that fit your situation.
Latvia’s lending market combines pan-Baltic banking groups — Swedbank, SEB, Luminor, Citadele — with a growing fintech scene. As a eurozone member, variable-rate loans are priced from EURIBOR plus a margin, and consumer lending is supervised by the Bank of Latvia.
Digital applications are widely available, and Riga’s startup scene has produced several online lenders. Residency and local income remain the practical requirements for most consumer credit.
Euro pricing and a concentrated banking market
Latvia is in the eurozone, so variable-rate loans are priced as Euribor plus a bank margin and reprice at each reset. The reference is the same across the euro area; the margin is what differs between banks and what you are actually comparing.
The Latvian market is concentrated among a few large banks alongside smaller local lenders and consumer finance companies. Concentration matters for borrowers in one practical way: fewer competitors means margin differences can be wider than in a crowded market, so obtaining more than one offer is worth the effort.
Consumer credit is regulated with caps on total cost, which pushed the market away from very short high-cost lending. Compare on the annual percentage rate of charge, which must include mandatory fees rather than interest alone.
State support through ALTUM
Latvia runs its development finance through ALTUM, which provides guarantees and targeted lending rather than competing with banks directly. For housing, the guarantee programme is aimed at families with children and other defined groups, and it works by reducing the deposit a bank requires rather than by lowering the interest rate.
For businesses, ALTUM offers loan guarantees, micro-lending and start-up finance. As with the housing guarantee, the mechanism is usually risk-sharing with a commercial lender — meaning the bank still assesses you, but the collateral gap that would otherwise end the conversation can be covered.
Eligibility criteria change over time. Confirm the current conditions with ALTUM or your bank before assuming a programme applies to your situation.
Requirements for residents and newcomers
A Latvian personal code (personas kods) and a local bank account are the practical prerequisites. Lenders then assess income, existing obligations and your record in the credit register, applying affordability limits on how much of your income can go to debt service.
For non-residents and recent arrivals the pattern matches the rest of the region: income earned abroad is discounted relative to salary arriving in a Latvian account, and a few months of domestic record changes what lenders will consider. EU citizens working in Latvia generally apply on standard terms once that record exists.

Borrowing in Latvia — FAQ
Which banks dominate lending in Latvia?+
The market is led by pan-Baltic groups: Swedbank, SEB, Luminor and Citadele. Local fintechs and consumer lenders compete mainly in unsecured credit, which keeps pressure on rates and processing speed.
How are Latvian mortgage rates structured?+
Latvia uses the euro, so mortgages are typically priced as EURIBOR (commonly 6-month) plus a bank margin fixed in your contract. When EURIBOR resets, your payment changes accordingly.
Can non-residents borrow in Latvia?+
Generally you need Latvian residency and locally verifiable income. Some banks consider EU citizens working in Latvia earlier than non-EU applicants, but expect to establish local income history first.
What does ALTUM do for borrowers?+
ALTUM is Latvia development finance institution. For housing it offers guarantees aimed at families with children and other defined groups, working by reducing the deposit a bank requires rather than lowering your rate. For businesses it provides guarantees, micro-loans and start-up finance, usually sharing risk with a commercial lender.
Can non-residents borrow in Latvia?+
It is difficult without local substance. Lenders want a Latvian personal code, an account here and documented domestic income; salary earned abroad is discounted. EU citizens working in Latvia generally apply on standard terms once a few months of local record exists.
